Dolores Armstead-Robinson is a highly accomplished professional with
extensive experience in economic development, business administration, and
public service. Raised in San Bernardino after her father was stationed at
Norton AFB, she graduated from Cajon High School, earned an Associate of
Arts from San Bernardino Valley College, and a Bachelor of Science from
California State University, San Bernardino.
Ms. Armstead-Robinson spent several years working in San Francisco for
high-tech firms in marketing development and finance before transitioning to a
long and impactful career with the County of San Bernardino. Over her 30-plus
years of service, she developed, implemented, and administered business
development programs while analyzing the effects of government policies on
the local business community. Her expertise contributed significantly to the county's economic growth,
particularly through innovative financing programs that leveraged federal funds with private and
institutional sources.
In addition to her work in economic development, Dolores is currently the President of Empire
Management Properties and has made significant contributions to numerous nonprofit organizations.
She serves on the boards of the North West Project Area Committee, Akoma Unity Center, Fontana
Resources at Work, the National Council of Negro Women, San Bernardino Valley College
Foundation and the Black American Political Association of California. Dolores also served as a
Planning Commissioner for the City of San Bernardino 6th Ward, continuing her deep commitment to
public service and the growth of small businesses and entrepreneurs.
